 wing signs of retreat in recent weeks which have led them to weaken their 
 IHR language but the WHO has be shown to not follow its own rules and cons
 titution and cannot be trusted.  They IHR must be withdrawn or blocked an
 d put to rest forever because its plans do not comport with any sane healt
